A: Yes. Multiple BDPs can be in a location and clients will spread their requests between the BDPs, giving you greater scalability than the connection limits of a normal client OS-hosted BDP.
System Center Configuration Manager's client behavior to a BDP is different than connections to a normal distribution point. If a client tries to connect to a BDP but all connections are in use, the client waits 30 seconds before trying again. If the second try fails, the client immediately tries the next BDP if one is available. If it can't connect, it waits 30 seconds, tries again, then moves to the next BDP if one is available, and so on. If the client cycles through all available BDPs, it will wait an hour before trying again.
