When you attempt to perform an unattended installation of Windows Server 2003 SP1 (or R2), you receive an error similar to:

File <Mass Storage Device Driver File Name> could not be loaded
               The error code is 18

Setup cannot continue. Press any key to exit.

The behavior will occur when performing an unattended installation using a Unattend.txt file that indicates that a mass storage device driver is required and the driver is found on the floppy disk, but Setup cannot load the driver.

Verify that the floppy is readable.

To workaround this behavior, remove the floppy disk from the drive before you begin the unattended installation.
