When you attempt to install the Windows 2000 Adminpak.msi package on Windows 2000, you are prompted to insert the SP4 CD-ROM.

This behavior will occur if:

1. Windows 2000 was installed from a Sysprep.exe image of Windows 2000 SP4.

2. SP4 was installed from a network download (Update.exe).

Your System event log may contain:

Event Type: Error Event Source: MSInstaller Event Category: None Event ID: 1931 Date: MM/DD/YYYY Time: HH:MM:SS User: N/A Computer: <ServerName> Product: Windows 2000 Administration Tools Description -- Info 1931. To workaround this behavior, use the following steps to create the image:

1. Install Windows 2000 from an SP4 slipstream, or from a SP4 integrated CD-ROM.

2. Run Sysprep.exe.
