Q: On a Windows 7 Slate tablet, during the boot process, how do I access and control the BIOS, which isn’t touch enabled?

A: In the manual for the Slate, it should explain how to access the BIOS. The typical process is to hold down the Windows Key while the machine is powered off. Then, while still holding down the WinKey, press and release the power key. Keep holding down the WinKey until the BIOS is displayed.

After you’re in the BIOS screen, typically, the Rotate Lock button acts as Return/Enter, while the volume up and down acts as the up/down arrow. Pressing Rotate Lock plus the volume up/down acts as left/right. The WinKey acts as Escape/Home.
