Distributed Resources Scheduler (DRS) is a vCenter capability available in the Enterprise and above vSphere 5 editions. It continually monitors resource usage within a pool of ESX hosts and dynamically moves VMs between hosts to ensure resource usage is balanced and VMs have the resources they need.
An example of DRS usage would be when an ESX host is heavily utilized and another ESX host has plenty of spare capacity: DRS would move VMs from the heavily utilized ESX host to the idle ESX host to balance resource use. The VM moves leverage vMotion, so there is no service downtime as the VMs are moved.
