Windows Server 2008 R2's Group Policy Management Console (GPMC) includes the necessary template under Computer Configuration\Administrative Templates\Windows Components\Windows Remote Management. Remember that you have to do this only on computers that will receive incoming remote administration connections. You don't need to do a thing to enable outgoing connections from a computer.
