Q. Is it true System Center Virtual Machine Manager (VMM) can also manage ESX Server?

A. Yes, but you still need the VMware Virtual Center installed and configured with the ESX hosts you want to manage. VMM manages via the Virtual Center instance using the Virtual Center communication facilities. As you can see below, once you connect VMM to Virtual Center, you can manage ESX and virtual machine configuration and failovers.

This is a great feature because you may have a mix of Hyper-V and ESX and with VMM you can manage all your hypervisors through a single interface.
