Q. Can I have an Internet-facing SharePoint site using Microsoft Online Services?

A. No. Microsoft SharePoint Online is designed for the organization's users. You can't make SharePoint available to the general Internet population and there's no option to purchase an external connector license for use with Microsoft Online Services.
