From which servers can you restore databases into Recovery Storage Groups?

A. Exchange Server 2003 introduced the Recovery Storage Group feature, which you can use as a temporary restoration destination for an Exchange database backup. You can then restore mailboxes or mail items to a regular mailbox via the restore mailbox utility (with Exchange 2003 Service Pack 1--SP1) or by using the Microsoft Exchange Server Mailbox Merge (ExMerge) utility. You can restore any database from any server in the same administrative group as the server whose Recovery Storage Group you're attempting to restore to. The database you're attempting to restore must be Exchange 2000 Server with SP3 or later, and it will be upgraded to the same Exchange database version as the server hosting the Recovery Storage Group. You can't restore a database that's a newer Exchange version than that of the server hosting the Recovery Storage Group. For example, I can't restore a database from an Exchange 2003 SP1 server to a Recovery Storage Group on an Exchange 2003 server that doesn't have SP1 installed.

Hi there,
sure, I'd love to know more about the "restore mailbox utility" that came with W2k3 SP1, but I don't seem to find anything (besides this article).

I hope this is NOT the "Mailbox Recovery Center" which only works with databases (not in the Recovery Storage Group).
I find the ExMerge tool difficult to set-up for a "service desk environment", because of the specific admin-rights requiered (domain-admins don't have send as/receive as permissions).

A hint how to find/open the "restore mailbox utility" would be highly appreciated.
