Do I have to license my passive node in my SQL Server cluster?

A. As long as the passive node has the same number or fewer processors, the failover box doesn't need to be licensed, providing it isn't failed over to for more than 30 days. You can find more information in the Microsoft article "Passive Servers and Failover Support".
